It may matters. Different Antivirus/security software use a wide various rules/algorithm to evaluate threat level. Beside your system may have special rules that can trigger the fault (such as group policy that prevent launch an exe file from a specific folder). By default as you noticed, if you only set EnableEOWP it will create an eowp.exe in your temp folder and then run it from there. Obviously that can be a problem if you have some rules that disallow starting exe file from temp folder. So the safest way is to put eowp.exe in the same folder in your application.
