Browser 15.1.84 H264 Options

I have just switched to use 15.1.84 from version 14, one thing I have notice is h264 is no longer working.

I do have code `Runtime.AllowProprietaryMediaFormats();`, but on youtube score, it mark H.264 as red.

Are there anything else we have to turn on or it's just a un-noticed behavior after switch to new chrome version.
