I have basically found the issue for my users. They do not have chrome installed, therefore they do not have the pdf plugin. There is nothing fancy about they way I am calling the pdf <a target="_blank" href="02 - Introduction.pdf">download</a>
What can I do fix this issue. How can I get the pdf to launch, not go into a "save as" process.

Hi,
For the current version you must have the PDF plug-in installed in order to open PDF. A browser engine does not natively understand a PDF file --- it interacts with a PDF file through a PDF plug-in. So there is no way for you to open the PDF without a PDF plug-in. Google Chrome browser can understand PDF because it ships with its own PDF plug-in.

Is there any way we can institute your eo.pdf file into this solution to solve the issue?

Not in the current version. The current version of EO.Pdf does not have a PDF render. So while it can read/write a PDF file, it cannot render a PDF file. It is our goal to include a PDF render though.
