setting EO.Web.Runtime.Debuglevel to 0 Options

How or should I say 'where' should this be set. These callbackpanels are extremely difficult to use and understand what makes these errors appear. Is there any documentation that can point us in the right direction when these errors appear?

You would set it anywhere in your code before the code that you wish to troubleshoot.
