Webview stops loading when form moved into an mdiContainer Options

Our application allows the user to drag a form into an MDI container window. If the user drags that window (or we code that window) into an MDI container while the web page is loading, the webview stops and no page is displayed. I have a sample project that duplicates this problem. The code worked in 2015.3.1 and earlier versions, does not work in 2016.2.9
