Error on VS2008 Options

I transferred a working asp.net 2.0 project to VS2008 upgrading it to 3.5 framwork in the process. My EOWeb menu still works but when in design mode it displays a large paragraph in red that says:

Unable to initialize esternal designer module, please
check the installation and verify that EO.Web.dll in
your bin folder is the same as the installed one.

I took out the menu from the page, installed the eoweb toolbox from the dll and re-dragged the menu back onto the page but I still have this odd message.

What is causing this?
