Webbrowser error code -21 Options

I am experiencing a LoadFailed event with error code -21... despite my best efforts I have been unable to get more information regarding that particular error code, can anybody help?

Hello,

Error code -21 is NETWORK_CHANGED. This usually happens when the user's IP address changes during the middle of a session, such as switching to a different wireless network.
