I find that ClientSideOnDragOver and ClientSideOnDragDrop not called in a situation where
DragDropScope="Global"
and I am using
eo_RegisterDragTarget
for targets not in the TreeView.

The Treeview nodes (and in between nodes) are also targets. Yes, I found that the AllowDragReordering does not work when DragDropScope="Global" and I have to write my own version.

Is this the intended behavior? There is an obvious work around but I lament time lost on functionality that is only available in specific, undocumented siuations.
