WebBrowser isn't working on Surface Pro 3 (Win 8.1 pro) Options

Does the Web Browser not work on Windows 8.1? It's weird because we've had clients use the WebBrowser on their surface just fine, but when I goto test it, it doesn't work on our Surface Pro 3.

It also doesn't throw any error.... it just does nothing at all. Is there a way to turn on errors?
